16th NAM Summit and Vast Global-Scale Changes

Navideshahed: The Non-Aligned Movement from the beginning of its formation was supposed to be a place for the independent countries that are not supported by any power and for sure it can not ignore the huge changes which have occurred internationally during the recent years.

According to Fars News Agency, the sixteenth NAM Summit will be held from August 26 to August 31, 2012, while its final summit was held in 2009 in Sharm el-Sheikh of Egypt. In the time of these two summits, only paying attention to the situation of the previous host which means Egypt can indicate that what significant changes have happened internationally and what major changes have been created in the relations of the world countries.

Now, the presence of Morsy in the Non-Aligned Movement Summit as the new and Islamist president of Egypt itself has become one of the most important news for the world Medias.

In such circumstances must be acknowledged that NAM Summit will be held in Tehran that some dramatic changes have occurred or are occurring at the international level. The Non-Aligned Movement from the beginning of its formation was supposed to be a place for the independent countries that are not supported by any power and for sure it can not ignore the huge changes which have occurred internationally during the recent years.

This report attempts to evaluate the relation of the Non-Aligned Movement with the new changes which have occurred in the region.

* Non-Aligned Movement and the Islamic Awakening
All countries that have witnessed the Islamic awakening in their territories are members of NAM.

Egypt, Tunisia, Libya, Yemen and Bahrain are all members of NAM.
Meanwhile, the Islamic awakening in Egypt, Tunisia and Libya entirely overthrew the former governments. Also in Yemen it was able to overthrow Ali Abdullah Saleh from power, but still the result of the revolution of this country is not clear and in Bahrain it faces with the violations of Al Khalifa and Al Saud Regimes.

Saudi Arabia plays a role in suppressing the revolutionaries both in Bahrain and in the east of its own country. This country is a member of the Non-Aligned Movement, although its alignment to west has been clear both before and after the fall of Soviet Union.

The Non-Aligned Movement put respecting the human rights in its agenda from the Bandung summit of NAM and it seems to be required based on this principle to recognize the right of determining destiny for the revolutionary nations of the region.
However, it is faced with serious opposition of Saudi and Al Khalifa regimes; but of course, the rights of the people of Bahrain to hold free elections in the country chosen by majority rule should be supported.

Because in some cases, the Takfiri groups have been excommunicating themselves among the popular movements in the Middle East, therefore the NAM can consider the Islamic Awakening account separate from the terrorist groups such as al-Qaida and to oppose extremism in all its forms.

Totally the support of NAM for the people popular revolutions in the Arabic countries, it is quite probable and expected.

• Non-Aligned Movement and the Global Financial Crisis

The global financial crisis almost started in 2008, and it can be said that the former NAM summit got involved in this issue as well, but during the past three years, it has shown other aspects of itself.
The recent financial crisis can be compared to the crisis of the 1930s in the field of the extent and magnitude of the disaster. It belongs to the capitalist system, but the whole world is affected.
The modern capitalist economies are intertwined networks and almost they have not allowed any country to be protected from the consequences of the economic crisis.
The crisis started in the capitalist hegemony and quickly was transferred to all Western countries and its consequences are still being continued. In the Euro Zone, the condition has become so tough in a way that some countries talk about getting out of the Euro Union. Many countries of the world to consider some concretionary budgets in their agenda and in many cases the policy of economic concretion has been followed up with the people protests.

In this regard, the NAM can use its razor-sharp critique for the global economic problems and against the capitalist system. We should not forget that the Non-Aligned Movement was established in order to do decolonization and its four founders all were against the anti-capitalist system.
In such circumstances, the criticism against the capitalist system by the movement must not seem strange and unexpected.

Since after the collapse of the Soviet Union, the Non-Aligned Movement should deal with the philosophy of the international hegemonic system, NAM should convey its message to the ears of the capitalism ears and to officially announce that this system is accountable for the economic crisis which began in 2008.

However, in certain countries, including Saudi Arabia, Qatar and the United Arabic Emirates which themselves were almost partners of the international hegemonic capitalist system and dependent to capitalism are unlikely to go along with such outlook.

• The changes in Syria

The fourth principle from the ten principles of the Bandung conference of non-interference in other countries affairs. It is expected that Member States according to the same principle to express their opposition with the involvement of Western countries and some countries of the region that at least two of whom are members of the movement - and sending weapons to insurgents in Syria and to condemn them.

Also according to the presence of the terrorist groups including some Takfiri groups such as Al Qaeda among the armed rebels in Syria that even the western Medias have admitted that, it is good that the the Non-Aligned Movement to announce its opposition to such terrorist activities seriously.
This movement can support the right of Syrian people in order to determine their fate and reformations in Syria.
The point which is not so clear is why some countries such as Saudi Arabia and Qatar, that are fully committed to the United States of America an they have violated the principle IV of the Bandung principle, still they have remained the NAM? At least this one is one of the structural weaknesses of the movement.

• Non-Aligned Movement and Iran's nuclear rights

Fortunately, in recent years the Iranian nation's nuclear rights have been the clear and positive aspect which have been registered in the case of NAM. In a situation that the West has always spoken of Iran’s isolation, the statement of NAM with more than one hundred members in supporting Iran was the same as a cold water poured over hegemony and hegemonic system. It is expected that NAM to continue its positive role once again and to firmly condemn any unilateral sanctions against Iran or any country of the world.

the Non-Aligned Movement itself can be a leader to violation the oppressive sanctions which have been imposed against Iran and event to set up a program in order to start the business dealings with Iran, so that at least it won’t be accused of having a weakness of supporting its members.

• Non-Aligned Movement and the shift of economic power in the world

Some economic analysts believe that over the next half century, the economic power from the western countries will be transferred towards Asian region and some countries such as China and India will take the place of many of the western countries in the economy of the world.

India, as one of the emerging economies is one of the Non-Aligned Movement members and along with China are considered as one of the poles of the two emerging economies of the world.

India is a country with its own history savored the taste of harsh colonial rule of Great Britain and the colonialism of this country has become a classic example in the university lesions.

If the NAM to plan for the future, it should not ignore this probable change. For countries such as China and India, NAM member countries are also supplier of raw materials and also they can be considered as the consumption market. On the other hand there is the opportunity for India and China due to the lack of Colonialism to convert many of these countries in the economic sphere and to replace the western goods that are used in these countries by their own goods.

Development of economic relations between the members from one side and the reduction of concentration of members’ relationship from western countries to eastern countries on the other side are some of the cases that may be on the agenda of NAM summit.
In this regard, we must not forget a point. Any change that takes place in the power distribution system in the world , the responsibility of the Non-Aligned Movement is one thing and that is not relying to the superpowers and ignoring their powers.

With this philosophy, any kinds of the transformation and changes can be managed and interpreted.

The power oriented realists have always considered the international organizations as the tools in the hands of superpowers, but the duty of the Non-Aligned Movement is that it should not be the tool of any power and to support the independence of countries.
